electrostatic potential energy is the amount of work done to move a unit charge from point A to B in electric field this work is done by test charged inside the electric field of source charge. so source charge is responsible for electrostatic potential energy as test charge also responsible to create the electrostatic potential energy .electrostatic potential energy in this way if we want to calculate electrostatic potential energy then it is only possible when there is two charged because potential always exist in pair of charges. Without pair of charges we cannot create electrostatic potential energy so potential comes in pair of charge if you think what is potential then potential is the energy of a system which is responsible for a stability of pair of charge if there is the more distance between two charges then there will be less potential between the charges if distance is very small then potential will be high so in this way if you think about the formula of potential then it is the it is the directly proportional to the quantity of product of charge and inversely proportional between the distance of charge so in this way we can say the symbol of potential is U .
