In 2010, when the UK government committed to integrating its public benefits programs into one system, they turned to the UK Government Digital Service (GDS) to design the website residents would use to access these benefits. The Universal Credit program consolidated six benefits for low-income households into a one service with a single payment, including benefits for essential living expenses, housing, children, and health/disabilities.

The Beeck Center for Social Impact + Innovation at Georgetown University hosted a team of colleagues who built that program. The colleagues, now at a UK-based consultancy called Public Digital, shared with us their story of how Universal Credit was successful despite what they described as an “utter failure” of their initial implementation.
