This DIY video explains how to remove the transom mount and steering shaft from the outboard, disassemble the steering shaft, clean the steering shaft, re-lubricate the shaft assembly and reassemble. It took about an hour from start to finish and now the outboard is usable again (the steering shaft was nearly seized prior to this process).
