Herbert Hoover did not, in any way, cause the Great Depression? However, he was slow to recognize the severity of the economic downturn. When he does act, it is too little, too late. He is also working within the framework of what was possible according to the Constitution and 157 years of presidential precedent. It was not part of governments role, nor responsibility, to give direct federal aid. But, when he attempted to help large business and industry like banks, wall street, the transportation industry, among others, the people saw a willingness to help big business but a disregard for the common man. Hoover felt like helping those big businesses supported jobs, and would keep our national economic infrastructure from collapsing. It's easy to judge Hoover in light of where we are today looking back. But his decisions were in line with political thinking of the day, and every day since the founding of this nation.
