A top level delegation representing the U-S recording, entertainment and software industries has been to Beijing to protest against Chinese copyright piracy.

China has promised to implement a 1995 agreement with the U-S aimed at stamping out counterfeiting. .

But many American companies believe Beijing is doing too little, too late.

On the top of their agenda was the non-implementation on the Chinese side of the February 1995 trade agreement signed with the U-S.

Presidents of U-S recording, entertainment and business software industries told the press that China has not stood by its side of the deal.

Despite Chinese substantial activities thus far, it has failed to control massive illegal production and export of pirated copyright materials.
Chinese many CD plants continue to be the main suppliers of pirated works worldwide, and the supply of pirated goods is greater today than it was one year ago.

Last year following the agreement, China set up laws and procedures in an effort to punish pirates. But this legal system was hardly used.

The Chinese authorities have conducted nationwide raids in C-D shops and retailers as well as C-D plants. But the U-S says it's made little difference.

When there is a will, there is a way. It's not for us to explain to the Chinese or to anybody else how the obligation that were invited in that agreement are to be implemented or live up to.

Most of the C-D plants producing counterfeits are still in operation.

Illegal factories face fines of only around 4-thousand U-S dollars - while counterfeiters make (m) millions of profit.

The Intellectual Property Rights Alliance, a Washington based organisation, estimates total losses for U-S music and software's industries in 1995 were 2,3 (b)billion U-S dollars.

China repeatedly shows some signs of good will inviting U-S media to assist to the destruction of counterfeited C-Ds and videotapes.

But authorities emphasise they need time to eradicate the problem.

Please be patient ! China needs time. We ill do exactly what friends of China and other countries praised about. I think great progress has been achieved. Meanwhile many problems still remain. It requires time to solve them and we are willing to solve them well. As I said, we know it's in the interest of China itself.

U-S officials hinted that economic sanctions might follow if China fails to fully comply with the 1995 agreement.

It won't be long before the Congress begins to address the issue of Most Favorite Nation and my belief is that if the I-P-R issue is not resolve discreetly by itself, it will be a factor in the debate on M-F-N, whether we make it so or not.

Sending an ultimatum to the Chinese government the U-S businessmen hope Chinese attitudes will change - and sanctions won't be necessary.
