यह फ़िल्म 1987 में हुई एक सच्ची डकैती पर आधारित है, जिसमें ठगों के एक समूह ने, सीबीआई अधिकारी बनकर, भारत के प्रमुख व्यापारियों और राजनेताओं पर फर्जी आयकर छापे मारे और बिना किसी हिंसा के काला धन लूट लिया।

यह फ़िल्म अजय और उनकी टीम पर आधारित है, जो देश भर में घूम-घूमकर योजनाबद्ध छापे मारते हैं और हमेशा कानून से एक कदम आगे रहते हैं। लेकिन जब एक असली सीबीआई अधिकारी (मनोज बाजपेयी द्वारा अभिनीत) उनका पीछा करना शुरू करता है, तो चीज़ें चूहे-बिल्ली के खेल में बदल जाती हैं।
