Gligar can not be found within Shining Pearl - Teddiursa is the rough equivalent, however it has different spawn spots than Gligar. Gligar can only be found within the Grand Underground in Brilliant Diamond, withing the Rocky, Swampy, Sunlit, and Bogsunk Caves as a rare spawn, and then also in the Big Bluff Cave as part of the National Pokedex. As it is a rare spawn you may need to go in and out of the room several times to actually find it. Good luck!
