Rationale Data collection and generation is now near ubiquitous, carried out by new actors and at new
scales. The internet and social networks facilitate the acquisition, storage, manipulation and dissemination of
information globally and in real time. In parallel, increasingly powerful analytics-tools have become available,
making it possible to infer valuable and sensitive knowledge about individuals, with applications ranging
from personalised services to counter-terrorism. Such technological applications change the boundaries
between public and private spheres, challenging traditional concepts of privacy, and creating new roles and
responsibilities for the state, the private sector and the individual.
