Produced in 1951, this Civil Defense film was created after officials released plans that indicated that, in the event of an atomic attack, major highways connecting cities would need to be closed to all but the most important traffic. The film's thru-line is that, in the event of a nuclear attack, Americans must do their patriotic duty and stay in the city even if that city has been decimated. A mass evacuation will only cause mass chaos, including traffic jams and desperate fear and panic, that the Civil Defense authorities believed would produce an even bigger catastrophe. Plus survivors of a nuclear attack would need to be available to help their friends and neighbors -- and to help fight back against the enemy.

The film begins with a letter to the editor criticizing the call for civil defense volunteers and advocating for fleeing to the countryside during an enemy attack. It highlights the flaws of the "take to the hills" mentality, explaining the dangers and impracticality of mass evacuation, and comparing it to past wars where such actions caused chaos and hindered rescue efforts.
