After a two year long, slow war with Spain, which turned their fleet into a giant Paella, Spain and the Empire of Japan signed a peace agreement which netted Japan two BBs. China however, declared war on Japan for no good reason and thus it send a fleet, to test the IJN Admirals Chaos theory destroyer attack. How kind of them.
