This is "Call Him Off" from the Arkham City official soundtrack, recreated with the files from Arkham Asylum. Contrary to popular belief, Nick Arundel recomposed this for Arkham City, he didn't just copy the previously scored music. Since I never did this for Arkham Asylum or Arkham City previously, I was quite curious.
