As the 25th state to legalize medical cannabis, Ohio has proven to be a lucrative market for the medical cannabis industry. Now a few years into its program, the state has already expanded retail licensing through a 2nd RFA due to the number of patients who have registered since the adoption of the program.

Currently, there is not a timeline for additional licenses to be granted however it is inevitable that the state will expand licensing as the program grows or adult-use legalization is passed. There are multiple adult-use legalization bills in Ohio and it is something that will most likely be voted upon through a ballot initiative later in the year.

As of March 24th, 2022 the following program numbers were published.

Patient and Physician Data
442,110 recommendations, patients may have multiple recommendations
252,139 registered patients
28,038 registered caregivers
644 Certified physicians to recommend

Licensed Processors
46 provisional licenses have been issued with 39 receiving Certificates of Operation

Licensed Cultivators
22 Level 1 provisional licenses, 17 of which have received Certificates of Operations
14 Level 2 provisional licenses, 12 of which have received Certificates of Operations

Licensed Dispensaries
58 provisional licenses have been granted with all 58 receiving Certificates of Operation
In 2021 the state issued an RFA for an additional 73 licenses through a lottery based selection process; these licensees are still going through the permitting process.

Testing Labs

Sales as of 3/21/2022
$762 million in product sales
Plant sales are on average $26.90 per 1/10 oz.

As mentioned previously, the last round of licensing in Ohio was for 73 cannabis dispensary licenses. This process ended in late 2021 with over 1,473 applications submitted for the 73 available licenses.

While the previous licensing application process for all license types was a competitive merit-based process with graders scoring applications and ranking in order of score to receive licensure, the new system was a lottery-based system. All qualified applicants were entered into the lottery and drawn at random based on regions that the department identified.
