Set in the Indian state of Uttar Pradesh, the film follows Chulbul Pandey, a young boy who grows up with his mother Naini, stepfather Prajapati, and younger half-brother Makkhi. Chulbul, who refers to himself as "Robin Hood," becomes a rowdy and sometimes crooked cop. He falls in love with Rajjo during a police chase and faces challenges from his family, gangsters, and politicians, especially the corrupt politician Chedi Singh.
