Tactical Nuclear Weapons in South Asia
1. Definition of Tactical Nuclear Weapons
A tactical nuclear weapon is generally characterized by a lower yield and shorter-range nuclear weapon. Objectives under Tactical Nukes are Limited or Tactical Objectives (rather than be used against enemy cities, factories, and other large targets).
2. Tactical Nuclear Weapons Development During Cold War
The U.S. is believed to deploy approximately 500 tactical nuclear warheads deployed in five NATO states (Belgium, Italy, Turkey, Germany, and the Netherlands). The U.S. also maintains approximately 700-800 additional tactical warheads in storage. Russia retains approximately 5,390 tactical nuclear warheads, approximately 2,000 of which are deployed, while the rest are in inactive storage. The original rationale for deploying tactical nuclear weapons in Europe was to deter a Soviet conventional attack on Western Europe. This threat disappeared when the Soviet Union disintegrated in the early 1990s. Tactical Nukes warrant a separate consideration in the realm of nuclear security.
. Pakistan’s Rationale for Tactical Nukes
1. Indian Military modernization coupled with aggressive Cold Start Doctrine.
2. Huge conventional disparity would compel Pakistan to look towards tactical nukes.
3. Indian acquisition of BMD and risk of a conventional attack against Pakistan.
4. Indo-US nuclear deal and its Implications for Pakistan.
5. Indian Presence in Afghanistan. (Two Front War Dilemma)
Hatf- (Nasr)-IX
1. Range - 60 km/70km
2. Blast yield0.5-5 kilotons
3. Nuclear Warheads of Appropriate Yield
4. Highly Accurate
5. Shoot and Scoot attributes. (ability to fire at a target and immediately relocate to another position to avoid enemy counter-fire). This quick response system addresses the need to deter evolving threats. (Cold Start Doctrine- Proactive military Ops).
6. Nasr's employment will be controlled by Pakistan's national command authority but given their range, they would have to be deployed in the forward areas. That means the control Nasr missile would be delegated to the field commander. He would have the option to fire this missile if he believes that security and territorial integrity is in danger.
7. The Hatf-IX would serve as a low-yield battlefield deterrent that could mete out damage to enemy mechanized units. Given the rapid mobility of the launch system, Indian planners will now be deterred from considering options of limited war (Cold Start Doctrine) under a nuclear umbrella.
8. Conclusion
Pakistan will never tolerate any misadventure under the cold start doctrine. Pakistan is capable enough to give a befitting reply to any aggressive approach. Pakistan believes in peaceful co-existence but if our existence is threatened or our territorial integrity is breached, then we would retain the option to reply with full might. According to NCA, “Pakistan would not remain oblivious to evolving security dynamics in South Asia and would maintain a full-spectrum deterrence capability to deter all forms of aggression.” Pakistan would maintain credible minimum deterrence.
