Haven't been able to confirm 100% the steps but it seems likely that taking out stygian zinogre in the guiding lands and potentially also having to beat the recon quest are the requirements to unlock the siege. I know quite a few people struggling with the siege, so I go over some strategies to make things easier. You don't need to follow everything to the exact letter, but the general concept of "bring poison smoke bombs if you dont use a poison weapon, have a set to abuse blast for at least one of the phases, save mantles for last phase and abuse blast and/or poison", and the general tips for positioning should hopefully prove helpful if you're still struggling on the quest.
