Mr.Khil Raj Regmi
Former Chairman of Council of Ministers and Former Chief Justice of Nepal
Mr. Khil Raj Regmi was born on 31st May 1949, in Pokharathok VDC ward No. 6, Dhobadi, Palpa, Lumbini Zone, Nepal. He has completed BA (Bachelor in Arts) in 1968 from Tribhuvan University of Nepal and BL (Bachelor in Laws) in 1970 and MA (Master in Arts) in 1972 Tribhuvan University of Nepal.
After completing formal education, Mr. Regmi began his career in Nepalese judicial service from the post of Section Officer in 1972, and he was appointed District Judge in 1974 and later he was appointed Judge of Appellate Court in 1991, He was appointed as Chief Judge in 1996 and Justice of the Supreme Court in 2003. After serving nearly nine years as Justice of the Suprme Court, he was appointed as the 20th Chief Justice of Nepal in 6 May 2011.
While Mr. Regmi was serving as the Chief Justice, a very special political and constitutional situation emerged in Nepal in 2012. The Constituent Assembly (CA) formed in 2008 could not draft the constitution within the stipulated period and was dissolved ipso facto on 27 May 2012 without any alternative provisions and arrangements. As a consequence, again, the fresh elections to the Constituent Assembly had to be conducted to form the constituent assembly for drafting the constitution. The then government announced the fresh date for second constituent assembly elections. However, owing serious differences among major political forces, elections could not take place. There were several political discourses and attempts to form the consensus government to hold the elections to the Constituent Assembly for the second time. Despite several rounds of talks and attempts, political parties could not forge consensus to form the election government under the leadership of political parties. When all the options failed, the political parties finally proposed to form the independent government under the chairmanship of incumbent Chief Justice of the Supreme Court to hold the elections to the constituent assembly in free, fair and inclusive manner. Mr. Regmi, in capacity of the Chief Justice, took charge of the Chairman of the Council of Ministers and led the government to hold elections. As a result, unprecedented peaceful and successful elections held on November 19, 2013 with maximum turn-out results (78.34 pc) ever in the history of elections in Nepal. Mr. Regmi, in capacity of the Chairman of Council of Ministers and Chief Justice of the country brought the country back on track of politics, which many believe that he saved the country from being a failed state. At present, elected government is in reign and the peaceful political practice is at pace with objectives to promulgate constitution from the constituent assembly. Mr. Regmi, after the formation of the elected government, resigned from the post of the Chief Justice on 11 February 2014 and took retirement.
He is awarded with prestigious national and international awards, and felicitated by many social organizations and civil societies for his commendable task in the government and judicial service. Currently, he is busy with social and humanitarian activities in Nepal, as a part of which, recently, he was active in distributing relief and encouraging social organizations for humanitarian aid to the earthquake victims of Nepal.
