You can't find the Dragon Elder Scroll? Chances are you forgot to pick it up after doing the Lexicon puzzle so go to Tower of Mzark, take the lift down back into the puzzle room and pick it up.

Another possibility is that you sold the scroll to the Winterhold College librarian earlier on in the game. In that case you can just go buy it back.
