Been playing through SC2 again lately and I forgot how hard the cutscenes go. This one has lived rent free in my head since I was 12 though, so good.
Spoilers for 14/30 yr old games/Context:
When Jimmy refers to her "killing 8 billion people" it's because she was transformed by the Overmind into the Queen of Blades due to Mengsk's decision to leave her behind back in Starcraft Brood War. This ultimately leads to the one chance at stopping the Dark One, but at a very steep cost, and not by any plans of Mengsk's design.
