How to make a Peacock Tail (Tutorial) | DIY Cosplay/ Costume

This has been hotly requested since I debuted my Toph Beifong cosplay at PAX Australia (design by @_sunsetdragon_) and won the Australian Preliminary of the Cosplay Central Crown Championships.
