Congress has 21 days to vote. If 2thirds of both the House and Senate agree the President can't serve, the Vice President stays as acting President. If Congress doesn't reach that 2thirds level, the President gets full powers back. getting a majority of the cabinet to act against the president who appointed them is hard. Getting 2thirds of both houses of Congress is even harder.

Indiana Senator Birch Bayh and New York Representative Emanuel Seller, who wrote the 25th Amendment, made it intentionally difficult to remove a president this way.
