America maintains a sacred promise to its citizens: Never leave an American behind. Each year, over 200 Americans are wrongfully detained or held hostage across the globe. Leading the charge to bring them home is the Special Presidential Envoy for Hostage Affairs (SPEHA)—a mission that requires strategy, resolve, and the unique capability to negotiate with America’s adversaries.

Ambassador Roger Carstens served as the SPEHA from 2020 to 2025. A West Point graduate, former Army Ranger, and Green Beret, Roger led the successful recovery of nearly 70 Americans during his tenure—including high-profile cases like WNBA star Brittney Griner and Wall Street Journal journalist Evan Gershkovich.

In this episode, Roger sits down with host Fran Racioppi from the McCain Institute in Washington, D.C., to unpack the complex role of the SPEHA, the motivations behind hostage-taking by foreign states and non-state actors, and the hidden diplomatic machinery behind high-stakes recoveries.

They break down the difference between hostage situations and wrongful detentions, the tools the U.S. uses to respond, and why “bringing Americans home” is more than just a tagline—it’s a national imperative. Ambassador Roger Carstens is a former U.S. Army Special Forces Officer and the longest-serving Special Presidential Envoy for Hostage Affairs. His tenure from 2020 to 2025 included the successful repatriation of nearly 70 Americans.
