Rapidly climbing the ranks, Boucher became president of the Montreal chapter by the early 1990s, wielding immense power and influence. The turning point came in 1994 when the arrest of Salvatore Cazzetta, leader of the rival Rock Machine, presented Boucher with an opportunity to assert Hell's Angels' dominance.
