Step 1) Restart PC
Step 2) Run Steam as an administrator, close Steam, close Rockstar Games Launcher, launch Steam again and then launch the game,
Step 3) Try launching game from Rockstar Games Launcher
Step 4) Close recording Apps such as OBS, Mirillis Action (Update to the latest version/Uninstall it), Bandicam etc.
Step 5) Try DX12/Vulkan in system.xml file
Step 6) Delete the system.xml file
Step 7) Unlink OneDrive, close one drive
Step 8) Uninstall Rockstar Launchrer/Delete launcher and SocialClub folder from Documents, restart your PC, install Rockstar Launcher from Rockstar website, login and put a check on Remember Me + Auto, Launch the game from the Rockstar Launcher, not Steam, keep Steam running in the background
Step 9) Launch the game from the game installation folder, run the game as an administrator, try running the game in compatibility mode
Step 10) If you are using any third-party antivirus like Comodo, Avast, AVG, McAfee, Norton, bit defender, then allow the game exe to your antivirus program. Windows Security users allow the game exe file to controlled folder access and firewall

Step 12) Run the game on dedicated graphics card
Step 13) Verify the game files
Step 14) Roll back graphics driver
Step 15) Set Windows power plan to "Power Saver" /Try different plan and check which one works for you.

Step 18) Unplug external devices such as hotas, pedals, racing wheel, Razer Tartarus, disconnect all the additional USB adapter connected to PC, disconnect additional joystick/controllers connected. Disconnect multiple monitor setup, disable Overlay, close all the overlay apps (Discord, GeForce Experience, Nvidia shadow play overlay, AMD overlay). Close all the overclocking application MSI Afterburner/Rivatuner, remove the undervolt
Step 19) Update your Windows
Step 20) Increase the Virtual Memory:
View Advanced system settings
Initial Size: 1.5 x Total Ram
Maximum Size: 3 X Total Ram
Step 21) (Skip this step if not able to launch the game) If able to launch the game, Try DX12/Vulkan, turn off screen space ambient occlusion, try windowed mode and lower down graphics settings
Step 22) Uninstall the game, go to the game installation folder and delete the game folder, restart your PC, and reinstall the game to C Drive/if already installed to C drive, then install the game to another SSD
