About the Speakers & Moderator:
Lt. Gen. Deependra Singh Hooda (Retd.), PVSM, UYSM, AVSM, VSM & Bar
Commissioned into the 4th Battalion of the 4th Gorkha Rifles on December 15, 1976, Lt. Gen. Deependra Singh Hooda performed his initial service in Nagaland during the height of the Naga insurgency, and thereafter as an instructor at the Military College of Telecommunication Engineering.
He attended the prestigious Command and Staff College in Canada and was selected as the first Chief Logistics Officer for the newly raised United Nations Mission to Ethiopia and Eritrea.
During the massive earthquake in Jammu and Kashmir in 2005, he led the military’s rescue and relief efforts in the Uri sector. As a Major Gen., he was responsible for counterinsurgency operations in Manipur and South Assam.
From 2012 to 2016, he was stationed in Jammu and Kashmir, first as a Corps Commander and then as the Army Commander of the Northern Command. In this assignment, he handled numerous strategic challenges along the borders with both Pakistan and China. He was the Army Commander during the Chumar incident along the LAC in 2014, and during the launch of the surgical strikes in September 2016. He retired in November 2016 after 40 years of service in the Indian Army.
In recognition for his exemplary military service, Lt. Gen. Hooda has been awarded the Vishisht Seva Medal twice, the Ati Vishisht Seva Medal, the Uttam Yudh Seva Medal and the Param Vishisht Seva Medal.
Lt Gen Hooda is a co-founder of the Council for Strategic and Defense Research, a New Delhi based think-tank. He has been a regular contributor to newspapers, on-line media portals and professional journals on national and international security affairs.
Mr. Amit Cowshish
Mr. Cowshish belongs to the Indian Defence Accounts Service (1977). He retired in 2012 as Additional Controller General of Defence Accounts. He served as Controller of Defence Accounts, Central Command, Border Roads and Northern Command between 1997 and 2005. He also served on deputation as Commissioner for Departmental Inquiries with the Central Vigilance Commission (1991-96), Additional Financial Advisor and Financial Advisor (Acquisitions) with the Ministry of Defence between 2005 and 2012.
He holds MA and M Phil degrees in Political Science from Jawaharlal Nehru University, LL B degree from the Delhi University and Diploma in Alternative Dispute Resolution from the Indian Law Institute.
Mr. Cowshish attended the APPPA course at IIPA, New Delhi in 1996 and the National Defence College, New Delhi in 2000. He was also a member of the committee set up by the MoD in 2015-16 to restructure defence acquisition organization and later in 2019 of several sub-committees constituted to review the procurement procedures.
He is presently working with Dua Associates, Advocates and Solicitors, New Delhi as a Partner.
Dr. Oishee Kundu
Dr. Kundu studied economics at St. Stephen's College Delhi and graduated in 2015. Her postgraduate education at Sciences Po Paris involved the study of defence economics and defence procurement, and her Master's thesis on defence procurement challenges in India won the Prix Bastien Irondelle and the Defence Economics Award (from the French Ministry of Defence) in 2017. She then joined the University of Manchester as a PhD student. Her doctoral project explored the similarities and differences between defence and civilian procurement in the context of public procurement and innovation (PPI) research. She is now a researcher at Y Lab, working on the Innovative Future Services programme which seeks to improve procurement and innovation capacity of the local government in Cardiff.
