Namor is fully hydrated
Both have no prior knowledge of each other's abilities/weaknesses
Both blood-lusted
Cap has NO MJOLNIR
Live-action (duh)

For Captain America, he is strong enough to hold down a helicopter with a lot of effort. Cap was also able to fight and defeat a blood-lusted Winter Soldier. He could also outrun Sam Wilson and run as fast as the Black Panther himself. Captain America was also able to defeat Black Panther as well as War Machine pretty much together. He could also fight toe to toe with Ultron and react to his light beam. With Bucky on his side, he was able to defeat the likes of Mark 46 Iron Man. His punch/kick was able to affect both Loki and Thanos; albeit it wasn’t giving them any damage whatsoever, it is still something to look into. Captain America was also skilled enough to defeat someone stronger in Spider-Man as he pretty much outsmarted him too.

Now, Namor is actually considered to be one of the strongest characters in the MCU today! He was stated to have the strength that could POTENTIALLY rival the likes of both Thor and Hulk at his full strength. In Wakanda Forever, Namor was able to lift up helicopters (something Captain America struggled to do), Wakandan ships as well as having enough strength to destroy Jabbari Wood (which is comparable to Vibranium with ease) without that much effort. Namor is also shown to be very fast, as he was able to dodge beams from the Wakandan ships; not only was he just dodging them, he actually redirected them with his spear! While being EXTREMELY weakened, he was still dominating the fight against a blood-lusted Black Panther and actually won if he didn't give her mercy! I REPEAT, he is NOT Captain America and/or Black Panther level, he is FAR above them when hydrated.

In conclusion, Captain America may be more skilled in combat, more battle intelligent and probably has much more feats, but a hydrated Namor is still much stronger, durable, faster, and all in all much too powerful for Steve to handle alone. The only possible way for Cap to win is by severely weakening Namor with heat and/or explosions just like Shuri did.
