Dishonored 3 should be about realising the problem was never the Outsider or the Void, but the uneven distribution of power inherent in a monarchic-capitalist society, and so Billie uses the Void powers to overthrow them and install fully automated luxury gay space communism.
Also, it may have been explained in-game that Billie did a revenge killing for her old lover, I just didn’t come across it, so it might be my fault I was unaware of Billie’s game.
