This scenario is Business-As-Usual o kung ano ang takbo ngayon, halos ganoon pa rin sa hinaharap—may konting ganda pero walang malaking pagbabago.

By 2050, the Luzon semi-temperate vegetable industry improves a little but does not transform: support remains rice-leaning, and coordination happens mostly during crises. A One Vegetable Council—meant to align agencies and stakeholders on plans, budgets, and actions for production, logistics, food safety, and trade—is proposed but never fully empowered. Production stays highland-centered, with some expansion into risky uplands that worsens erosion and watershed stress. Infrastructure, cold chain, and traceability improve only in selected hubs (often for supermarkets via QR codes), while many remote farms and wet markets remain left behind. Technology spreads through pilots but stays uneven, labor remains central, farmers keep aging, few youth enter, and prices remain volatile due to climate shocks and import surges.
