India and Pakistan on Thursday exchanged their annual lists of nuclear installations and facilities under the Agreement on the Prohibition of Attack against Nuclear Installations and Facilities, the Ministry of External Affairs said. The exchange took place simultaneously through diplomatic channels in New Delhi and Islamabad, in accordance with the provisions of the bilateral pact.
The agreement requires both countries to share details of nuclear installations every year on January 1. This year’s exchange marks the 35th consecutive year the practice has been followed since it began in 1992, even during periods of severe political and military tension.
Signed in 1988 and entering into force in 1991, the agreement commits both sides to refrain from attacking each other’s nuclear facilities, including power plants, research reactors, enrichment units and storage sites for radioactive material. Analysts view the annual exchange as a key confidence-building measure aimed at preventing accidental or miscalculated escalation that could trigger a nuclear crisis.
Despite limited dialogue and recurring hostilities, the uninterrupted observance of the agreement highlights a shared recognition of the catastrophic risks posed by attacks on nuclear infrastructure and remains one of the few enduring pillars of nuclear risk reduction between India and Pakistan.
