Despite the best attempts of State Police, the enforcer for the Bloods street gang in Hartford doubted the authorities when they told him during tense negotiations that the trooper he had pulled an assault rifle on had not been shot dead on a stretch of I-90.

Darrel O. Brown, who authorities say was also high on PCP, was eventually stopped by a sharpshooter's bullet to the head. It left behind many questions, some of which were addressed in a report into the Jan. 10 showdown that came after the Yellow Cab Brown had hired with a credit card was pulled over for speeding. The report's findings are supported by a police dashboard-camera video of the incident.

"We think he believed he had killed the trooper when he shot out the back of the cab," said State Police Maj. William Sprague, commander of Troop G in Loudonville, as he discussed the agency's findings, released Tuesday.
