The Kanpur Development Authority (KDA) has announced a "golden opportunity" for the allocation of residential plots in its Shatabdi Nagar Sector-3 and Sector-4, and Jawaharpuram Sector-1, 1A, and Sector-4 schemes, to be done through a lottery (draw). The registration process, referred to as "पंजीकरण" (registration), commenced on October 24, 2025, and is scheduled to conclude on November 25, 2025. The initial advertisement for applications, however, noted an application deadline of November 24, 2025, and explicitly states that no applications will be accepted after this date. This scheme is being promoted during the auspicious occasion of Dhanteras and Diwali. The scheme specifically involves residential plots of various sizes: 60, 90, 112.50, 162, 200, and 300 square meters. The registration booklet outlines the complete rules and conditions for the allocation of these plots.

The application process is entirely online and can be done through the KDA website, www.kdaindia.co.in. Applicants must first create a new account with a user ID and password, log in, and then click on "Add New Registration". Following this, they must select the relevant scheme, the plot category (श्रेणी), and the block. Essential personal details such as name, address, and mobile number—which will be used to send application process updates via SMS—must be accurately provided. A crucial step involves providing correct bank details (account number, IFSC code, and branch details) for the timely refund of the registration amount in case the applicant is unsuccessful in the lottery draw. The application is completed by scanning and uploading required documents, which include the applicant's photograph, ID proof (such as a driving license or PAN card), an affidavit (available on the portal), and, if applicable, a caste certificate or other relevant documents for reserved categories as per the table in point 9.1 of the booklet. Finally, the applicant must pay the booklet fee, including GST (Rs. 1180.00), along with the full registration amount online via debit card, credit card, or net banking, or by generating a challan for RTGS/NEFT payment through their bank.


Plot eligibility criteria are clearly defined: the applicant must be a citizen of India and at least 18 years old as of the application submission date. A key constraint is that the applicant or their family (defined as the applicant, their spouse, or minor children) should not own any plot or house developed by the KDA, Housing Development Council, Improvement Trust, or any other local body/cooperative society in the National Capital Region within the question agency’s development area. Furthermore, they should not own more than one plot or house developed by the aforementioned agencies in any other city or urban area of Uttar Pradesh. Non-Resident Indians (NRIs) are eligible to apply. Joint applications are permitted only between a husband and wife or blood relatives of the same family, with a limit of two applicants.

The total price of the plot is composed of the registration amount (10%) and the remaining balance. The "Allotment Amount" is defined as the remaining one-fourth (1/4) of the total plot value after deducting the registration amount. Successful applicants must mandatorily deposit this Allotment Amount within one month of the allotment letter being issued. Failure to deposit the Allotment Amount in time will result in the cancellation of the allotment without notice, with the allottee bearing full responsibility. Allottees have two payment options for the remaining balance: they can deposit the entire outstanding amount within 90 days of the allotment letter's issuance, in which case they will receive a 5% rebate on 90% of the cost , or they can opt for installment payments, which are payable in 12 quarterly installments over three years with 12% annual interest. A penalty interest of 3% per annum will be levied on payments not made within the stipulated time.
