Lectra City is one of the coolest locations in Borderlands 3. You got there to complete the side-quest "Kill Killavolt," which is given to you by Moxxi. The great part is that the quest itself has several side objectives, so there's really a lot to do in this one. Trouble is, when you first hear about Lectra City location, the game doesn't show you where it is (not unless you accept it immediately in the Meridian Metroplex area on Promethea - if you do not accept the quest and follow it straight away, the map won't show where it is). Watch the beginning of this video to see where the city is located.
