The reporting party, who wished to remain anonymous, indicated that a female was at the location but could not provide a description. A second caller reported the same incident shortly thereafter. Upon arrival, the officer spoke with a male outside the establishment who also reported hearing the screaming, which he believed was coming from a nearby store.
The officer approached the area and was met by the anonymous reporting party, who pointed out a woman seated in front of the location. The officer activated their body camera and informed the woman of the reason for contact. The woman claimed she was not screaming and expressed her discontent with the interaction. She became confrontational and began shouting about various unrelated topics, which seemed disconnected from reality.
At that moment, a fellow officer arrived as the first officer returned to their vehicle to check the woman’s information. An unrelated male and his young son walked nearby, prompting the woman to scream accusations against the male regarding the child. Her loud and extreme statements attracted the attention of numerous people in the area, causing some to alter their paths to avoid her.
Given the disruption caused to the public in the busy shopping center, the officer believed there was probable cause to arrest her for disorderly conduct. The officer returned to the woman, informed her she was under arrest, and took control of her wrist, while the other officer assisted. The woman resisted by pulling her arms toward her body and attempting to walk away. Despite her resistance, the officers were able to secure her in handcuffs, which were checked for proper fit.
She was placed in the rear seat of the patrol vehicle. The other officer briefly spoke with the male and his son, who chose not to be involved in the investigation. Although specific individuals declined to be identified, it was estimated that about 50 people were affected by the woman’s conduct. She was transported to jail and charged with disorderly conduct and resisting arrest without violence. Additionally, she received a trespass warning for the entire complex.
