A 6 minute timelapse of watching traffic signal phasing, traffic volumes and road user behavior at Avenue Rd & Davenport Rd in Toronto, Ontario.

This is one of the intersections where Toronto received a lot of 311 complaints about the fully protected right turn signals being red during the green light for through traffic on Davenport Rd when there were no pedestrians or cyclists crossing. The city is trying to do whatever they can to keep the fully protected right turn signals.

So the purpose of this timelapse is to get a sense of traffic volumes of all movements of road users, to determine how to increase green time for fully protected right turns, and to eliminate times where the right turn signals are red during the green time for through traffic when there are no pedestrians or cyclists crossing.

*** This timelapse was recorded during the afternoon rush hour period.

I will be recording a 1 hour timelapse on a weekend soon.


I rank road user behavior on a scale based on what I observe. The scale is shown below:

PERFECT: Road user behavior is at its best it can be. No violations at all, regularly checks for surroundings and is not distracted.

EXCELLENT: Road user behavior exceeds expectations, with almost, to no violations, checking for surroundings, and is not distracted.

GOOD: Road user behavior meets expectations, with very few violations.

NEUTRAL: Road user behavior is okay, but there are a few violations or distractions every so often.

NEEDS IMPROVEMENT: Road user behavior violations and distractions occur very regularly, and do not meet expectations.

ONLY WITH SUPPORT: Road users genuinely do not follow the laws or pay attention unless enforced by law enforcement, police officers or traffic wardens/agents

*** NOT AT ALL: Road user behavior is at its worst possible, where they don't follow the laws or pay attention even with law enforcement presence. Physical force and mass ticketing by law enforcement would be needed in this case.


For road user behavior:
DRIVERS:
Westbound:
Through traffic: GOOD
The behavior for drivers going straight was excellent. Very few illegal westbound left turns were made.
Right Turns: NEEDS IMPROVEMENT
There were at least 13 right turn on red violations by westbound drivers within the one hour period. There were a lot of cycles where westbound drivers turning right were either not paying attention to the signals, or were unnecessarily slow.

Eastbound:
Through traffic: NEUTRAL
Eastbound drivers going straight had excellent behavior, but I witnessed a bunch of illegal left turns made by eastbound drivers.
Right Turns: GOOD
I wasn't really paying as much attention to eastbound right turns, but I didn't really see anything bad from my angle.

Southbound:
Through traffic: GOOD
I observed southbound through traffic behavior to be excellent. For left turns, drivers generally had great yielding behavior to pedestrians and oncoming traffic when the protected/permissive left turn phase terminated. There were very few cycles where it wasn't as good, but that was usually due to the left turn phase all red intervals being too long, which can encourage non compliance behavior. Drivers turning left were generally good at yielding to pedestrians and oncoming traffic.
Right Turns: NEUTRAL

Northbound:
Through traffic: NEUTRAL
Northbound drivers going straight had good behavior, but I observed a bunch of drivers holding through traffic to illegally turn left. The yellow interval is a little too short.
Right Turns: NEEDS IMPROVEMENT
I observed a lot of cycles where drivers turning right didn't properly yield to pedestrians or cyclists.


Pedestrians:
North leg crosswalk: GOOD
Pedestrians were great at obeying their signals and weren't holding turning traffic during the walk signal, flashing or solid hand signal due to non permissive eastbound left turns or westbound right turns.

South leg crosswalk: GOOD
Pedestrians were complying well with the solid hand signal, but not the flashing hand signal. I saw that a bunch of pedestrians did not clear in time after the vehicle signal turned red.

East leg crosswalk: GOOD
Pedestrian behavior was excellent during the solid hand signal and during the southbound left turn phase, with no pedestrians at all crossing on the solid hand within the hour. A lot of pedestrians checked for turning traffic before crossing. On the flashing hand, pedestrians were starting to cross even when the countdown timer was low. That would only change if enforced by law enforcement. Other than that, pedestrian behavior is good, but it just depends on which part of the cycle the traffic signals are at.

West leg crosswalk. GOOD
I didn't really observe that many violations by pedestrians at the west leg crosswalk from my angle.
