Summary
----------------
This mod aims to overhaul the police and also make some other changes to AI, criminals,.... Brand new spawn pool without questionable things like endless spams of Enforcers and MRAPs. Brand new units such as plainclothes cops in unmarked cars, tactical FBI teams, the California Highway Patrol and a lot of tweaks to existing npc's.
I made this mod because I really like the second Watch_Dogs game but there were a few things regarding the police and the gangs I thought Ubisoft dropped the ball on, so I learned how to edit the game files and got to work. This is the result.
