SOT, Sergey Lavrov, Russian Minister of Foreign Affairs, "Following yesterday's interactions in Paris, I've had a conversation with John Kerry. We continued to deliberate on how we can feasibly contribute to resolving the crisis in Ukraine in a lawful manner, based on the agreement of February 21. So far, we haven't entirely come to common ground. We still need to get a better understanding of what our [American] partners have in mind when they propose setting up an international mechanism to deal with the situation, or what its composition should be like. I would like to stress that, most importantly, we all must respect the arrangements negotiated on February 21, which provide for a constitutional reform, a national unity government, and a nationwide election to be held no sooner than the constitutional reform has been completed. Another pivotal requirement is that any political process in Ukraine must be subject to explicit consent from all of the country's regions. Of course, we are primarily concerned about Crimea and other regions of Southeast Ukraine."

Russian Foreign Minister Sergei Lavrov headed to Rome on Wednesday to meet with his US counterpart John Kerry for a conference on Libya.

A U.S. official said that the two representatives would continue to discuss the Ukrainian crisis on the side as they did on Wednesday when meeting in Paris to talk about Syria's crisis spilling over into Lebanon.
