I found like many other UV-3R(+) users that the audio level is way to loud at the lowest setting and the steps aren't even.
I found a modification on Miklor.com and did that mod to my UV-3R+

Volume settings are ok now but the max volume it can produce is less then before. This is no problem for me because ot used to distort quickly at loud levels and now the audio stays clean.
