Intrusive thoughts defeated this Jedi

We finally figure out in Episode 7 of the Acolyte why Jedi Master Torbin is so conflicted about his role during the Brendok Incident. It turns out he played a major role in instigating a completely unnecessary conflict between the Jedi and witches. The question I have is why?
