The project of the five South American Integration and Development Routes came about as a demand from President Luiz Inácio Lula da Silva after the Brasilia Consensus, which brought together South American leaders on May 30, 2023 in the federal capital, decided to resume the regional integration agenda.

The Ministry of Planning and Budget (MPO) designed the five routes after consulting the 11 Brazilian states that border South American countries. The routes have the dual role of encouraging and strengthening Brazil's trade with South American countries and reducing the time and cost of transporting goods between Brazil and its neighbors and Asia. Currently, in addition to visiting each of the 11 border states, the MPO is dialoguing with the South American countries about each of the routes.

Among the more than 9,700 projects in the New PAC, 190 were identified as having the potential to contribute to regional integration. The selection of projects was not intended to be definitive. The MPO is in dialogue with the governments and civil society of the border states and neighboring countries to improve the five routes.

In addition to budgetary resources, the integration works on Brazilian territory can count on financing of US$ 3 billion from the BNDES (around R$ 15 billion), while the regional development banks - the Inter-American Development Bank (IDB), the Development Bank of Latin America and the Caribbean (CAF) and Fonplata - have made other funds available.
