Shooting a silencer "wet" means adding a sacrificial liquid or gel inside of the suppressor that rapidly evaporates and burns out when the gun is fired. This water, ultrasound gel, petroleum jelly, wire pulling gel, or other medium helps to cool the firearm combustion gasses extremely quickly as it evaporates. This reduces sound volume and makes your suppressor work more efficiently.
