A network is "scale free" which is has a fractal-like self similarity. When we zoom in on part of the network, it look a lot like the network as a whole: lots of low degree vertices bound together by the massive hub vertices featured in the network.

We can give a rigorous definition of "scale free" when talking about a probability distribution. We show that scale free distributions are always power law distributions, and vice versa.
