To create procedural scratches in Blender, you can use a combination of texture nodes and displacement modifiers.

First, create a new material for your object by selecting it and going to the Materials tab in the Properties window. Add a new material and name it appropriately.

Next, add a Texture node to your material by clicking the Add button and selecting Texture - Image Texture. Choose or create an image that will be the base for your scratches. A good choice for a scratched metal surface would be a metal texture with scratches already included.

Connect the Image Texture node to a Bump node by clicking and dragging from the color output of the Image Texture node to the height input of the Bump node. The Bump node will add height variation to the surface based on the scratches in the image.

To add more randomness to the scratches, you can use a Noise Texture node. Add a Noise Texture node and connect it to the height input of the Bump node. Adjust the settings of the Noise Texture node until you get a good amount of variation in the scratches.

To make the scratches stand out more, you can use a Displacement modifier. Add a Displacement modifier to your object by going to the Properties window, selecting the object, and going to the Modifier tab. Add a Displacement modifier and select your material from the Material drop-down menu. Adjust the strength of the modifier until you get the desired amount of depth in the scratches.

Finally, to make the surface appear more realistic, you can add a Glossy shader to your material. Add a Mix Shader node and connect the output of the Bump node to the Fac input of the Mix Shader. Add a Glossy shader to one of the inputs of the Mix Shader and adjust the settings until you get the desired amount of shininess.

By combining these techniques, you can create a high-poly scratched aluminum surface in Blender.
