It would appear that the Ultima IX team had greater plans for Dungeon Hythloth at one point during the game's production. However, due to time constraints, changes had to be made. What the Avatar has already explored is definitely Hythloth as far as the game is concerned, but it is rumored that the map itself was originally intended to be the sewers beneath Britain. The area the Avatar begins to explore in this video (everything after the "easy" teleporter) was originally intended to be Hythloth proper, but it was too frustrating for playtesters and got replaced by the aforementioned map. Because the team made the interesting decision to make this part of the map remain accessible without cheats or hacks, it's worth exploring even though there's no reward at all for doing so. How often do we get to see Ultima content that didn't make the cut?
