Fisher, president of the Federal Reserve Bank of Dallas from 2005 to 2015, is chair of the City of Dallas Economic Recovery Task Force . He is also a director of PepsiCo, AT&T and Tenet Healthcare and a senior contributing editor for CNBC.

As Dallas Fed president, Fisher served as a member of the Federal Open Market Committee (FOMC), the Federal Reserve’s principal monetary policy making group. Prior to joining the Dallas Fed, Fisher was vice chairman of Kissinger McLarty Associates, a strategic advisory firm, in partnership with former U.S. Secretary of State Henry Kissinger and former White House Chief of Staff Mack McLarty. He was also senior advisor of FCM Investors in Dallas, an investment advisory firm he founded in 1987. He simultaneously served as senior advisor to the law firm of Covington & Burling.

From 1997 to 2001, Fisher was deputy U.S. trade representative with the rank of ambassador. He was a senior member of the team that negotiated the U.S.–China and U.S.–Taiwan bilateral agreements for accession to the World Trade Organization. He had oversight responsibility for the implementation of the North American Free Trade Agreement. Prior to joining the government, Fisher was founder and managing partner of Fisher Capital Management (FCM) and Fisher Ewing Partners. Fisher began his career in 1975 at the private banking firm of Brown Brothers Harriman & Co.

Fisher was educated at the U.S. Naval Academy and at the universities of Harvard (BA cum laude in economics), Oxford (Latin American politics) and Stanford (MBA). He has an Honorary Doctorate of Humane Letters from Bryant University. He is a fellow of the American Academy of Arts and Sciences, and an honorary fellow of Hertford College at Oxford.
