Cuba’s possible participation in the Americas Presidential Summit planned for April 2015 in Panama, has provoked deep controversy among OAS member states. The United States has opposed Cuba’s participation, yet several Latin American governments have communicated their unwillingness to attend the summit if Cuba is not invited. This could cause the cancellation or postponement of the Summit, greatly undermining inter-American institutions. What alternatives are being explored, to save the Summit and promote Cuba’s integration into the regional family of democratic states? What can we learn from past conflict management initiatives in the Americas? How could Canada contribute new thinking and diplomatic action?
