Verify your block heater circuit doesn’t have an open circuit ( fault ) by carrying out this simple test.
Block heaters in northern Canada are a must have. Vital to be in optimal condition as your vehicle will rarely start if sitting cold in -40F/C for longer then a day.

If your block heater is ok, and the wiring is ok, you will get a resistance reading of roughly 10-70 ohms with your multimeter.

If the test doesn’t give you a good reading, verify your in the right setting and try again. If bad reading is still present, try to visually find block heater and inspect the cord to block heater connection.

If accessible, test right at the block heater itself by removing cord and connecting to the two terminals at block heater.

If not easily accessible, verify cord is in good condition and all of the three/two circuits are ok on the cord ( by verifying resistance of each wire is below 0.5 ohms) before replacement of block heater.

Or just replace both, if you want to be sure your block heater and cord are in optimal condition. (Some makes/models have a low labour time to replace)

PS:
This test doesn’t work on some makes (such as GM) that have a switching device (Thermostat) internal to the block heater cord unless the temperature outside is roughly -20 C / -4 F. This device can sometimes be easily removed from the wiring with some wire cutters.

Then the cut wiring can be reassembled using wiring strippers, electrical connectors and electrical tape.
