On the Big Island, the Fiscal Year 2025 budget gives the Prosecutor’s Office nearly 60% more caseload capacity. The police budget grows with more hires and higher salaries. Agricultural inspectors—sometimes called banana sheriffs—receive not only more funding but new powers to step onto private property under “health, safety, and welfare.” The tax office adds new field agents: tax police. Meanwhile, the public defender budget stays flat. Zero increase.

Layer on the County’s Master Plan: zoning Hawaii by altitude—0–1,500 feet, 1,500–3,000, and above 3,000. It sounds harmless until you realize it’s partitioning communities: government, corporations, and the wealthy claim the high ground, while ordinary residents are squeezed below.
And consider indulgence: no tax sales since 2018, unpermitted structures tolerated, back taxes allowed to sit. That looked like mercy, but it wasn’t. Mercy forgives. Indulgence piles up pressure. Pressure waiting to be cashed in through property seizure, relocation, and incarceration.
This is not prophecy. It’s arithmetic. It’s written into the Hawaii County Master Plan, the budget, and the indulgence.
