It's a really frustrating process," U.S.
Representative Adam Smith (D-WA-09) said.
The shutdown is nearing its fourth week now, still leaving 900,000 workers without pay or laid off.
This comes after the U.S. House passed a bill to fund the government, which has now stalled in the Senate and has failed to pass ten times.
Smith said this budget process has been "very partisan," and that the bill keeps failing because House Speaker Mike Johnson (R-LA) is refusing to negotiate with Democrats in the Senate.
