Held from 24 November to 3 December 1991 at the capital Manila, the 16th edition of the Southeast Asian Games had marked the second time that the Philippines played host. Having taken place 10 years after Ferdinand Marcos Sr. presided over his nation's first staging of the SEA Games in 1981, the country had an opportunity to showcase a diverse and civilized Philippines, seeing how it is changed just years following the popular EDSA Revolution, an uprising that toppled Marcos Sr. and then ended his authoritarian regime.

The Philippines pushed forward in hosting the Games despite financing woes, but the nation was very much grappled by several crises that further worsened the mounting fiscal debt at the time, ranging from several coup attempts against its president Corazon "Cory" Aquino, to the Luzon earthquake that occurred in 1990, and the Mount Pinatubo eruption that happened just months before the Games began.

The Manila SEA Games were attended by thousands of athletes from all of the participating 9 countries across the region, and the event featured 28 sports. Although most of the events were set within the Metro Manila area, competitions in archery, canoeing, sailing and triathlon were held at Subic Bay, which is 80 kilometers from Manila. One of the unique introductions of the Philippines to the SEA Games is the inclusion of Arnis - a Filipino martial art - as a demonstration sport; it would later be featured as an official medal event years later in 2005.

Philippine hearts didn't waver as its athletes put up a golden rush at these Games in what was remembered by many as 'The Miracle of ‘91', better known as '91 in ‘91', hailed to be among one of the country's greatest performances in a SEA Games. Yet, the host country came very close towards topping the medal table, as Indonesia edged ahead with 92 golds after Maria Lawalata won the women's marathon, the last event of the Games. Thailand then rounded up the top three with 72 gold medals. While this phenomenon didn't translate into an overall championship, it is in fact so significant that it regained the morality of Filipinos in spite of turmoil and the disasters they've endured.

To date, the 1991 SEA Games was among the most hotly contested in terms of the overall gold medal tally, but controversy also overshadowed the Indonesians' copping of the overall title as one of the Philippines' gold medals was taken away after a Filipino boxer was deemed to have been involved in doping.
