STORYLINE
Lance Armstrong's name is coming out of cycling's record books.
Armstrong was stripped of his seven Tour de France titles and banned for life by cycling's governing body on Monday following a report from the US Anti-Doping Agency (USADA) that accused him of leading a massive doping programme on his teams.
International Cycling Union (Union Cycliste Internationale) President Pat McQuaid announced that the federation accepted the USADA's report on Armstrong and would not appeal to the Court of Arbitration for Sport.
"Lance Armstrong has no place in cycling," McQuaid told journalists.
"If I have to apologise now on behalf of the UCI what I will say is that I am sorry that we couldn't catch every damn one of them red-handed and throw them out of the sport," he added.
In Paris, Tour director Christian Prudhomme said at a news conference he no longer considers Armstrong the seven-time champion of the race.
Prudhomme called UCI's decision "totally logical" and said "Lance Armstrong is no longer the winner of the Tour de France from 1999-2005."
The USADA report said Armstrong and his teams used steroids, the blood booster EPO and blood transfusions. The report included statements from 11 former team mates who testified against Armstrong, including testimony that he pressured them to take banned drugs.
USADA's report, released earlier this month, was aimed at showing why the agency ordered the sanctions against him.
