House passes bill to avert government shutdown hours before deadline
WASHINGTON — Just days before the height of the holiday season, a government shutdown threatened to throw hundreds of thousands of federal workers into the lurch by putting their paychecks in jeopardy.
President Joe Biden has since signed a short-term spending bill into law, but many employees and contractors fumed that Congress brought the government to the brink of another funding lapse and created financial uncertainty for the federal workforce.
During a shutdown, most government workers are furloughed, though many are required to report to work if their job is considered essential. In both cases, employees receive back pay when the shutdown ends, but new paychecks aren’t generated if a spending bill isn’t signed into law.
“While retroactive pay is guaranteed by law, bills, rent and other financial obligations don’t wait, which forces families to make a difficult choice during these holiday seasons,” said Everett Kelley, the president of the American Federation of Government Employees (AFGE) union, in an interview shortly before Congress passed the funding bill on Friday.
Paychecks for work earlier in December would not have been delayed by a shutdown, according to guidance from the U.S. Office of Personnel Management. However, paychecks reflecting work from the second half of the month could have been impacted depending on the duration of a shutdown.
Members of Congress continue to be paid without interruption during a shutdown.
